When you launch killing floor 2 it should look like everything has reset.

If you havent tried i d suggest reinstalling the game cause that would be an issue with how killing floor is interacting with your computer hence why it works in windowed and not fullscreen.
Since the game is running with the steam backend if you are running more than 1 server per ip you will need to make sure that you have some additional ports open beyond the default kf ports.
